Central Business District Zoning and Master Plan Update
Status: Ongoing
Scope: Develop and implement master plan and zoning revisions to ensure uses and development consistent with community goals

Planning and Design of Revitalization Projects for Gateway Harbor and the Niagara River
Status: Ongoing
Scope: Identify and develop projects to be added to the Local Waterfront Revitalization Program. Develop three alternative uses for the area along both sides of Young Street between Broad and Main. Plans shall include a mix of recreational, residential, and commercial uses. Perform a structural evaluation on the Spaulding Fibre intake structure. Based upon results design either a scenic overlook point utilizing the structure or prepare plans for demolition.
Completion: 2018
Status: Ongoing
Scope: Install flow monitoring equipment at all gravity overflow locations within the collection system. Monitor overflow locations weekly and report data to the NYSDEC on a monthly basis.

2017 Sidewalk Replacement Project

Soft Armor NYSDEC Demonstration Project
Status: On-going
Scope: Protect the shoreline utilizing various plantings and natural vegetation in lieu of traditional concrete or stone rip rap (hard armor). Stabilization methods include coconut rolls, erosion control fabric, soil and stone fill, and plantings.
Completion: Spring 2018
Niagara River Sheet Pile Repair
Status: Bidding Phase
Scope: The existing sheet pile wall forming the Niagara River boundary along the Riverwalk exhibits signs of wear and damage. A portion of the sheet pile wall is moving outward, away from the soil it is retaining. The proposed remediation includes the stabilization of approximately 100 linear feet of sheet piles. The plan includes using buried tie-rods attached to the face of the sheet pile using steel wales and anchored to deadman caissons installed behind the sheet pile.

2018 CDBG Sanitary Sewer Lining
Status: Design Phase
Scope: Rehabilitation of the sanitary sewer on Wheeler Street. Sewer rehabilitation methods include: cured-in-place sanitary sewer lining and lateral reinstatement; CCTV inspection; root removal; and test and seal sanitary lateral connections.

Phase 6 Sanitary Sewer System Evaluation For Order On Consent Compliance
Status: Construction Phase
Scope: Identify locations in the sanitary sewer collection system found to be defective within the Phase 6 area. Sewer rehabilitation methods include: sanitary sewer replacement; Cured-in-Place sanitary sewer lining and lateral connections; CCTV inspection; root removal; and test and seal sanitary lateral connections. Manhole rehabilitation methods include: manhole replacement at sites of sewer replacement; manhole lining and grouting; manhole chimney rebuilding; manhole bench and trough rebuilding; manhole chimney sealing to prevent inflow and infiltration. Replacement of approximately 1,000 ft. of sanitary sewer main on Young Street.

Ellicott Creek Pump Station Improvements
Status: Construction Phase
Scope: Install a 35 hp submersible pump and 12-inch discharge piping on the eastern side of the Ellicott Creek Road stormwater pump station. The installation of a duplex submersible pumping system at Isleview and a second submersible pump at Ellicott Creek will provide added pumping capacity and pump redundancy.

Isleview Pump Station Improvements

Waterfront Dock Expansion
Status: Preliminary Design
Scope: Design and construct docking facilities at multiple sites along the Niagara River and Ellicott Creek. Dock facilities will be located at Young Street along Ellicott Creek and along the Niagara River in Niawanda Park and behind the Tonawanda City Police Department.

Niagara Street Corridor Study
Status: Preliminary Study Phase
Scope: Conduct a feasibility study for the reconfiguration of the Niagara Street Corridor through Empire State Development (ESD). The study includes looking at multiple configurations of Niagara Street from the Two Mile Creek to the Main Street area in an effort to address structural concerns, alleviate bicycle/pedestrian congestion along the waterfront by introducing a new bike lane, better connect the neighborhoods south of Niagara Street with Niawanda Park and the river, and to promote connection between Niawanda Park and the downtown commercial district. The scope of services includes topographic survey, traffic analysis, review of configuration, walkability, bicycle access, utility study, boardwalk review in the vicinity of Mississippi Mudds and Old Man River, slope stability study, public meetings and community outreach.
